'Meltdown' in Darfur

UNITED NATIONS (CNN) -- Citing a "dramatic deterioration" of the situation in Darfur, the top U.N. humanitarian official said a crisis is approaching for the region in Sudan that could cost millions of lives.

"I was there in 2004 when there was 1 million people in need," Jan Egeland, the U.N. emergency relief coordinator, told reporters. "2005, 2 million ... in the spring, 3 million. And now there are 4 million in desperate need of humanitarian assistance."

Egeland briefed the U.N. Security Council Wednesday on Darfur.

In a report from Reuters, Egeland also accused Sudan of deliberately hindering relief aid in Darfur, attacking villages and arming brutal militia to combat rebels and bandits.

Egeland told the Security Council that international relief operations were threatened by government obstruction and members needed to talk to Sudanese officials immediately as well as put pressure on those sending arms to rebels.

JERUSALEM (CNN) -- Israel on Monday rejected an ultimatum from Palestinian militants holding an Israeli soldier, saying it will not negotiate on their demand to release Palestinian prisoners.
The Israeli government said it holds the Palestinian Authority responsible for the fate of the captured Israeli soldier.
"The government of Israel would not yield to any blackmail by the Palestinian Authority and the Hamas government lead by murderous terror organizations," a statement from Israeli Prime Minister Ehud Olmert's office said. "We will not hold any negotiations over release of prisoners. The Palestinian Authority carries full responsibility for the safety of Gilad Shalit [the soldier] and his safe return back to Israel."

Syria would also be held accountable for Shalit's safety, Israeli Defense Minister Amir Peretz said, because Hamas militants involved in the abduction are based in Damascus, according to The Associated Press.

Sudan warns against U.N. forces

KHARTOUM, Sudan (AP) -- Tens of thousands of Sudanese have marched through Khartoum, protesting plans to deploy U.N. peacekeepers in conflict-torn Darfur and demanding the expulsion of the top U.N. and U.S. envoys in the country.
The Sudanese government also increased its opposition to the deployment, with a top official warning on Wednesday that violence will only increase if U.N. troops move in to replace African Union peacekeepers.
"If the U.N arrives the troubles will spread in the region," Mohamed Elsamani, Sudan's minister of state for foreign affairs, said in Nairobi.

Church roof collapse kills 27 in Uganda

KAMPALA, Uganda (AP) -- A brick wall at a partly constructed church collapsed onto the congregation at a Wednesday evening service during a rain storm in the Ugandan capital, killing at least 27 people, police and rescue officials said.
Eighty-six injured people were taken to Kampala's Mulago Hospital, deputy director Isaac Exati said. The hospital trauma room has only 20 beds, and most of the wounded lay moaning on the floor, screaming for their families. Hundreds of relatives gathered outside the hospital waiting for word of the survivors' conditions.
"We were in the church for the service and it was raining very heavily," said Nsubuga Hannington, who was in the hospital with a minor head injury. "All of a sudden, I heard a crash and the wall fell down."

US calls NKorea a threat after 'mistake' missile fire

The United States on Wednesday called North Korea's missile programs a global "threat" after the Stalinist nation reportedly fired two missiles.
Washington also urged Pyongyang to abide by a moratorium on missile tests.
"As we have continued to point out, North Korea's missile program and activities are a threat not only to the region, but the international community at large," State Department spokesman Sean McCormack told reporters.
